Francis Roux holds a law degree, a postgraduate diploma in public law and a diploma from the National School for French Overseas Territories (ENFOM). He was assigned to the office of the Resident-General in Tunisia from 1946 to 1956.

He was integrated as a foreign secretary in 1956 and was First Secretary in Tunis before working for the central administration of the Ministry of Foreign Affairs in 1958. Mission Representative in Phnom Penh in 1961, he was Second Counsellor in Accra in 1965 and then Consul-General in Belgium from 1971 to 1972. He served as the Head of the main civil status department in the central administration in 1976 and was Deputy Director from 1978 to 1981. He was Consul-General in Algiers in 1981 before becoming Director of Ofpra.
