Jacques Fouchet holds a B.A. in Literature, a diploma from the Private School of Political Science (ELSP) and a Ph.D. in Law. He was an attaché at the consulate in Barcelona from 1940 to 1941, and then in Malaga where, upon resigning, his credentials were revoked by the Vichy government in 1943.

He worked for the central administration of the Ministry of Foreign Affairs from 1950 to 1954, from 1956 to 1957 and from 1962 to 1966. He was First Counsellor in Warsaw from 1967 to 1972 and Consul-General in Algiers in 1973 prior to becoming Director of Ofpra.
