A law graduate, Louis Pons was assigned to the office of the Resident-General in Morocco from 1933 to 1942 after joining the Ministry of Foreign Affairs. Later, he was assigned to the civil and military command in Algeria and then posted to Tunisia in 1943.

Seconded to the Ministry of the Interior, he was Deputy Prefect in Bône from 1945 to 1947 and then returned to Morocco from 1947 to 1954.

He worked for the central administration of the Ministry of Foreign Affairs from 1954 to 1960.

Prior to becoming Director of Ofpra, he served as French Ambassador to Guinea from 1961 to 1964 and then to Romania.
