The One-Stop Counter (GUDA)
After your visit to the SPADA, you must go to your appointment at the One-Stop Counter (GUDA). GUDA stands for “Guichet Unique de Demande d’Asile”. GUDA is located within the prefecture offices. During this appointment, you will meet with agents of prefectures and OFII.
Interview with the Prefecture agent
During this interview, the Prefecture agent will proceed with :
- Validade the personal information provided to the GUDA by the SPADA (your first and last names, date and place of birth, etc.) ;
- Get your fingerprints taken
- An individual interview in order to retrace your journey from your country of origin ;
- select the language in which you would like the rest of the procedure to be conducted, including during your Ofpra interview (languages available at Ofpra);
- Notify you of the nature of the procedure, which will be applicable to your asylum request: normal procedure (NP) or accelerated procedure (AP) ;
- Provide you with an asylum application certificate valid 6 (if AP) or 10 months (if NP) and renewable throughout the procedure. Attention: this certificate is only provided to you if your application does not fall under the framework of the “Dublin” procedure, i.e. if France is truly responsible for your asylum application.
- Provide you with an asylum application form, to be filled out, signed and sent to Ofpra within 21 days. To get more information about this step, visit the page "Step 3 : Ofpra".
Interview with the OFII agent
During this interview, the prefecture agent will proceed with :
- Evaluate your personal situation and, specifically, your vulnerability ;
- Access to your material reception conditions, in particular the search for accommodation and the opening of your right to the asylum seeker’s allowance (ADA).
If you reside in Val-d'Oise department (95)
Since May 2025, a specific procedure has been implemented in Val-d’Oise.
Pôle territorial France asile
After your visit to the SPADA, you must go to your appointment at the France Asile territorial center, located at the Val-d’Oise prefecture (5 avenue Bernard Hirsch, 95000 Cergy, France). During this appointment, you will meet with a Prefecture agent, an OFII agent, and an Ofpra agent.
Interview with the Prefecture agent
During this interview, the Prefecture agent will proceed with :
- Validade the personal information provided to the GUDA by the SPADA (your first and last names, date and place of birth, etc.) ;
- Get your fingerprints taken

During this interview, the prefecture agent will proceed with :
- Evaluate your personal situation and, specifically, your vulnerability ;
- Access to your material reception conditions, in particular the search for accommodation and the opening of your right to the asylum seeker’s allowance (ADA).
Interview with the Ofpra agent
During this interview, with the assistance of an interpreter if needed, the Ofpra agent will:
- Introduce your asylum application
- Collect your contact details and civil status information
- Record your choice of the language in which you wish to be heard throughout the procedure, including during your interview at Ofpra (languages available at Ofpra).
After your visit to the Pôle territorial France asile
24 hours after your visit to the France Asile territorial center, using the identifier found on your asylum application certificate and your personal connection key, you will need to log in to your secure personal digital account. The introduction letter for your asylum application, which includes your Ofpra number, will be uploaded there. Subsequently, your summons for the interview at Ofpra will also be made available in this account. You will be notified by SMS and email each time a new document is uploaded to your account.

Until the second interview, you may send a statement and additional documents to Ofpra, making sure to include your Ofpra number, your last name, and first name(s), to the following address: recit[a]ofpra.gouv.fr.
